Job Overview

The Program Manager II is responsible for the direct supervision and program operation and clinical oversight of the Forensic Assertive Community Treatment (FACT) team. With the high prevalence of trauma among individuals receiving mental health services, it is required that the Program Manager understand the effects of trauma on health, coping, and other aspects of the lives of those we serve. All incumbents must understand, appreciate and respect the diversity and cultural differences within our Cascadia community. It is expected that there is an awareness and sensitivity to the perspectives and perceptions to those we serve, as well as our colleagues.

FACT is an intensive and highly integrated approach for community mental health service delivery. FACT programs serve individuals with psychotic disorders or other serious mental illness whose symptoms result in serious functioning difficulties in several major areas of life: including work, social relationships, residential independence, money management, and physical health and wellness. FACT services focus on promoting the participants’ independence, rehabilitation, and recovery, and in so doing to prevent homelessness, unnecessary hospitalization, and criminal justice involvement. FACT services places an emphasis on community based visits and a flexible treatment model in order to meet clients where they are and to help them develop a personally meaningful lifestyle. The Program Manager II assures that program activities maintain high fidelity to the ACT model. They provide general and specific direction to team members, is responsible for management of the program, and serves as member of the trans-disciplinary treatment team.

Essential Duties

* Contribute to the development of annual goals and objectives for programs which are consistent with the strategic goals of Cascadia Behavioral Healthcare, and Cascadias contracts.
* Monitor the overall effectiveness of the program, assist in the implementation and evaluation of changes that increase the level of service, overall efficiency and reduction in costs.
* Assist the Clinical Director and Senior Director in developing policies, procedures and systems to support agency goals and objectives for the FACT team. Determine resources required to meet goals and objectives. Assess progress toward achieving goals and objectives and makes revisions to plans, systems, policies and procedures to assure success.
* Develop capital and operating budgets in support of goals and objectives. Establish annual operating budget, plans for revenue, and establishes strategic goals for successful operation. Revise goals as circumstances dictate. Monitor expenditures on a monthly basis and control costs and/or justify significant budget variances.
* Determine staffing requirements, hire and train staff. Establish work plans and priorities for staff members and assesses the progress of staff members and take corrective action as needed. Conduct performance reviews for staff members. Provide regular clinical and administrative supervision to clinicians.
* Assure that staff operates in accordance with established policies and assures that appropriate laws, rules, regulations are adhered to.
* Assure that staff members maintain accurate and up-to-date documentation as required associated with contracts, assessment, treatment, clients progress and other activities.
* Serve as the primary spokesperson for the program. Develops and maintains positive relationships with stakeholders to provide the best possible treatment to clients.
* Assure data collection and reporting requirements are met. Prepare reports that reflect key data points for the Clinical Director and Senior Director or other stakeholders as required or requested.

Site Specific Responsibilities:

* Provide direct clinical services to clients of the FACT Team.
* Provide and/or arrange for coverage in staff absence.
* Cooperate with Department of Community Justice (DCJ) and other criminal justice partners, Multnomah County and CareOregon personnel to ensure a safe clinical environment.
* Demonstrate sound clinical judgment in working with clients with criminogenic risks, addictions and mental health issues.

Supervisory Oversight

* Establish work plans and priorities for staff members, assess the progress of staff members.
* Provide consistent supervision and support for direct reports.
* Promote and complete annual employee training requirements on a timely basis.
* Demonstrate commitment to continuing professional development.

Strategic Leadership

* Provide strategic leadership throughout Cascadia and contribute to strategic initiatives.
* Attend and participate in all meetings as assigned, including but not limited to staff and team meetings, and consultations with staff.
* Manage a budget; effectively manage resources, capacity, and costs to optimize spending and maximize the return on investment.
* Perform other duties as assigned.

Qualifications

Education:

Required: A Masters Degree in a behavioral science field from an accredited college or university. Demonstrate the competencies to become credentialed as a Qualified Mental Health Professional (QMHP) as outlined in the Oregon Administrative Rules (OAR). Certification must be current and in compliance with the OARs. The CADC credential is preferred in addition to a Masters Degree given the high occurrence of substance use/abuse.

Experience:

A minimum of two years post-graduate clinical experience providing inpatient or outpatient services required.

Two years of experience providing supervision to employees preferred.

Licensed Professional Counselor (LPC) or Licensed Clinical Social Worker (LCSW) strongly preferred.

Specialized Knowledge, Skills and Abilities:

* Knowledge of Motivational Interviewing and Dialectical Behavior Therapy
* Understanding of Trauma Informed Care environment principles
* Understanding of Illness Management and Recovery principles
* Knowledge of best practices when working with justice involved individuals.
* Strengths-based services provision skills
* Operate computer hardware and software at a level needed to effectively perform job functions.
* Enter and retrieve data
* Prepare reports

Other:

Possess a valid drivers license, at least three years of driving history, and the ability to clear a review of Department of Motor Vehicles (DMV) record.

* Ability to perform CPR, First Aid, and properly use AED equipment. CPR/ First Aid certifications are required and must remain current.

Working Conditions

Work is performed in a community-based outpatient setting. Daily routines may be hectic and will likely require the Program Manager to perform various functions of the site and, on occasion, perform the tasks of other employees. This position requires travel to other work sites. Meal periods and breaks are subject to interruption. There is moderate to high risk of personal injury/illness due to violent behavior, exposure to disease, biohazards, noise, and contaminants. The nature of the work dictates that the employee is alert and attentive during assigned shift.

Mental Demands:

The Program Manager will have a varied routine which requires the ability to address new and unusual circumstances where potential outcomes may negatively affect costs, employee morale, or resident well-being. A degree of unpredictability and disruption to work tasks should be expected, requiring flexible time management. There will be need for consistency, creativity, and ability to stay calm.

Physical Demands:

The Program Manager must have the ability to assist residents in participating in a variety of activities, including but not limited to skill building outings, accessing community resources, and recreation. Employee must have the ability to provide safety to all residents and staff in potentially volatile situations. When the need arises, the Program Manager may be required to perform non-violent physical interventions including evasion..
