Duties:
GS-12 Serves as a senior specialist in performing the full range of duties relating to enhancement of evidentiary video tapes, production of videos used for court purposes; and test, evaluation, installation and maintenance of broad-cast quality video and associated digital image enhancement and transmission equipment. Responsible for planning, coordinating, and directing forensic science activities to include expert examinations, reporting of results, training and testimony in the field of electronics analysis. May be assigned to the Forensic Examiner training program to obtain necessary qualifications. Conducts the full range of analytic procedures in a variety of settings, including examinations to identify and characterize complex evidence some of which may include: converting antiquated audio technology from analog to digital and cleaning up audio. Prepares comprehensive reports which convert complex technical findings into a format understandable by non-technical individuals and provides expert testimony regarding results of interpretations. Provides guidance and training to personnel within and outside the FBI; and maintains liaison with supervisors, case investigators and outside personnel. Modifies and adapts a wide range of established methods and techniques in order to identify a wide variety of evidence. Stays abreast of the latest research to determine the best analytical methods to examine evidence. GS-13 (in additional to the duties listed above): Provides forensic analysis of evidence in cases involving multiple submissions where inter-comparison of evidence is necessary. Leads outside government agencies in carrying out forensic examinations in complex cases. Initiates liaison and meetings with officials from outside agencies to coordinate cases. May present necessary court testimony.
Qualifications:
Specialized Experience (SE): GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level. SE is defined as follows: Applied principles, theories, and methods of electronics engineering in a professional setting, including familiarity with the current research literature, in order to analyze complex materials and to recommend modified analytical and/or technical procedures. Followed established safety and quality procedures to process and complete projects and assignments. Drafted, briefed, and presented case reports and requests for information to internal/external stakeholders in oral and written communications. GS 13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows Applied principles, theories, and methods of electronics engineering in a professional setting, including familiarity with the current research literature, in order to analyze complex materials and to recommend modified analytical and/or technical procedures. Followed established safety and quality procedures to process and complete projects and assignments. Drafted, briefed, and presented case reports and requests for information to internal/external stakeholders in oral and written communications. Knowledge of legal procedures and rules of evidence to handle evidence appropriately and provide effective testimony.
