Duties:

This position is located in the Quality Assurance Section, Arlington, VA. The incumbent will perform the following duties: Direct and participate in studies to improve program operation and effectiveness. Develop plans for the utilization and application of program resources that support drug law enforcement activities within the national and international forensic sciences community. Develop program funding and manpower resources requirements for programs to include current and long-range funding. Monitor expenditure of funds in program accounts. Develop program requirements for laboratory system activities such as evidence handling, drug intelligence, research, method development, clandestine laboratory support, laboratory information management systems, work load, scientific equipment and instrumentation, laboratory facility alterations and modernization, recruitment, training, and quality assurance.

Qualifications:

Basic Requirements: Applicants must meet ONE of the following qualification requirements: (A). Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR (B). Combination of education and experience — course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. Minimum Qualifications: In addition to meeting the basic requirements above, applicants must have one (1) year of specialized experience equivalent to at least the GS-13 Federal grade level in performing such duties as developing methods for and conducting analysis of difficult samples to detect the presence of controlled substances and related materials; serving as a consultant on forensic, chemical and technical matters in the field of controlled substance analysis; advising state, local and industrial officials on matters pertaining to controlled substance analysis; advising and assisting in the performance of certain enforcement activities such as clandestine laboratory seizures; and participating in studies to improve laboratory system programs and procedures.
