Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity
WSDOT is seeking a Bituminous Testing Engineer (TE2) to join the Materials Team in Tumwater, WA. As a working supervisor in the Bituminous Mixtures Laboratory, this position assists the WSDOT Bituminous Materials Section in providing bituminous mixture design verification, conformation, and forensic testing for statewide WSDOT capital construction projects and local jurisdictions. The occupant is responsible for administering testing and aiding the planning and preparing of specialized staff inside the research facility. The incumbent must be able to maintain equipment calibration, maintenance, and associated records, as well as prepare, analyze, and correct data entries made by all laboratory technicians.
What to Expect
Among the varied range of responsibilities held within this role, the Bituminous Testing Engineer will:

  • Inspect the work of other permanent and non-permanent employees working in the Bituminous Mixtures Laboratory, acting as the lead in the laboratory.  
  • Perform the most complex materials testing in the Bituminous Mixtures Laboratory by AASHTO, ASTM, WAQTC, and WSDOT test procedures.
  • Assist in the preparation, analysis, verification, and reporting of Quality Product List (QPL) asphalt mixtures which incorporate the volumetric design of asphalt mixtures and all other asphalt mixture design types as requested. 
  • Perform all test methods assigned to the Bituminous Mixtures Laboratory. 
  • Prepare, analyze, and correct data entries performed by all laboratory technicians and maintain equipment calibrations, verifications, maintenance, and associated records.
  • Represent the Department in meetings with outside Agencies and consultants for specific projects. 
  • Test AMRL Proficiency Samples and participation in AMRL onsite inspections.
  • Troubleshoot and run diagnostic tests and input data into several specialized software programs for highly specialized testing equipment to produce data for test reports. 
  • Coordinate with the project, federal, county, and city engineers to arrange delivery, testing parameters, and report requirements.
  • Perform mathematical calculations.

To be considered for this opportunity, one of the following is required:

  • Requires certification as an Engineer-in-Training and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent as an entry-level engineer in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or closely related field.
  • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent. 
  • A master’s degree with a major in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field.

In addition to one of the above, the following are also required:

  • Experience reading, understanding, and operating various instruments and laboratory equipment. 
  • Knowledge and understanding of engineering principles, methods, and practices. 
  • Knowledge and understanding of material testing procedures. 
  • Experience in communicating to multiple audiences, both orally and in writing. 
  • Proven skill in examining, developing, and proposing alternate solutions to complex elements of a project. 
  • Experience selecting and adapting techniques to solve transportation problems associated with material testing. 
  • Experience reviewing engineering plans and specifications for compliance with established standards. 
  • Experience adhering to safety policies and diligence in safely performing work. 
  • Experience working independently and prioritizing workload to handle multiple assignments on tight deadlines. The ability to stand for extended periods and walk long distances is necessary for this position. 
  • Occasionally required to transport 40 pounds of material or equipment without assistance.

It is preferred that qualified candidates also have the following:

  • Status as a Qualified Tester in all tests associated with the Bituminous Mixtures Laboratory and proficiency in related specialized computer programs.

  • Working with various chemicals, working at temperatures above 325 degrees Fahrenheit, and being exposed to chemicals are all part of this job.
