DEPARTMENT OF BEHAVIORAL HEALTH
The Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse issues. DBH provides mental health/substance use disorder treatment to all age groups, with a primary emphasis placed on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. DBH also provides an array of prevention and early intervention services for both mental health and substance abuse. DBH’s core values are service, integrity, accountability and trust.

The Department of Behavioral Health is a unique County department comprised of six service areas: Children, Transitional Age Youth, and Mental Health Services Act; Community Behavioral Health and Recovery Services; 24-hour and Emergency Services; Criminal Justice and Substance Use Disorder and Recovery Services; Administrative/Fiscal Services; and Program Support. The Department currently has a workforce in excess of 1000 positions.

THE OPPORTUNITY

The Department of Behavioral Health is seeking a Deputy Director to oversee the Forensic Services Division, which is comprised of a variety of programs that are designed to provide comprehensive behavioral health services to adults and juveniles who are experiencing major mental illness or co-occurring disorders (mental health and substance use disorders) and are involved in the juvenile or adult criminal justice system. Individuals served through this division are either currently or recently detained, incarcerated or on probation. 

The Forensic Service Division works in collaboration with various partners in the criminal justice system to reduce homelessness and prevent repeat offenses into juvenile detention centers, adult county jails and detention centers, prisons, and psychiatric hospitals. Adult Forensic staff provide services in a variety of settings including outpatient clinics, probation departments, courts, and county jails.
 
THE POSITION

Deputy Directors plan, direct, coordinate, and evaluate the operation of one of the major treatment divisions within the Department of Behavioral Health, which includes crisis, emergency, intensive outpatient, and routine outpatient systems and services for both adult and children consumers. The Deputy Director will also assist in department-wide program planning and policy formulation. The immediate vacancy exists in the Forensics Division. This eligible list may also be used to fill future vacancies as they occur within the department.

CONDITIONS OF EMPLOYMENT

Background check: An extensive background check will include credit check, fingerprint/DOJ LiveScan, and DMV check. Must be a U.S. Citizen or a permanent U.S. resident. Medical exam will also include drug and TB tests.

Shifts: Some programs offer 24-hour services; some assignments may require employees to work evenings, weekends, holidays, and on-call.

Travel: Travel throughout the County is required and employees will be required to make provisions for such transportation. Must possess and maintain a valid California driver license and proof of automobile liability insurance for the individual providing the transportation. Statewide and national travel is occasionally required.
